In terms of development, the brand is actively looking for franchise partners and real estate in the two markets.&nbsp;

&ldquo;We&rsquo;re looking for areas that are available and underserved,&rdquo; Cairns told the Shakopee Valley News of Toppers expansion plans in the southwest suburbs.
