California Gov. Jerry Brown has vetoed S.B. 610, a so-called "franchise fairness" bill that supporters said was designed to protect franchise owners' rights regarding transfers and terminations of franchise agreements. Had Brown signed the bill into law, it would also have restricted franchisors from terminating franchise agreement early unless franchisees had committed a "substantial and material breach" of the agreement. “The bill’s changes would significantly impact California’s vast franchise industry that relies on the certainty of well-settled laws,” Brown, a 76-year-old Democrat, said late yesterday in a statement. “Additionally, the parties supporting and opposing this bill have diametrically different views.
