California Restaurants Struggle with $20 Minimum Wage Hike

Franchise Times reports that California’s quick-service restaurant (QSR) sector is grappling with the impact of a significant wage increase, raising the minimum wage for QSR workers from $15.50 to $20 earlier this year. Discussed at the Restaurant Finance & Development Conference, industry leaders voiced concerns about the scale and rapid implementation of the wage hike. Luke Fryer, CEO and founder of Harri, explained that the abrupt adjustment has created challenges for restaurant operators. “This kind of increase would usually happen over several years,” Fryer said. “It’s also important to note the sectorial focus. It was very focused on the QSR sector. Never before has a sector been selected for such a large-scale increase in wages.”  

Despite being positioned as a compromise to the initially proposed FAST Act — which aimed to set the minimum at $22 with annual increases — businesses are feeling the strain. McDonald’s franchisee Cosme Fagundo, who operates 29 locations, described additional pressures stemming from inflation and competition with supermarkets, noting, “The industry also needs to go back and bring customers to their restaurants again, whether it’s delivery or in-store.” To adapt, operators are leveraging efficiency tools like Harri’s platform, introducing technologies such as kiosks and offering value meal options. These measures aim to maintain customer traffic and deliver value beyond pricing.  

While operators like Fagundo continue to navigate the challenges, they remain committed to avoiding cuts to staff hours and preserving the customer experience. However, instability in the QSR sector has led some business owners to halt expansions in California and shift investments to other states, underscoring the long-term implications of the wage hike.
